This problem is very old hence Windows restore is not applicable.

Note: Try to backup your registry when you are making any changes.
Try disabling your Excel add-ins and test. If this doesn't work, try changing the value of LoadBehavior from 3 to 0 under this registry key:
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Office\Excel\Addins
